Quebec Announces $516 Million Electrified Transportation Plan
Pauline Marois, the Premier of Quebec, today announced her ambitious Electrified Transportation Strategy.
Her goal: to see 12,500 EVs hit the road between now and 2017.
The strategy comprises a number of initiatives, for a total cost of $516 million:
- The maximum rebate for purchase or lease of an EV will remain at $8000 until the end of 2016.
- 525 “green” taxis (325 EVs and 200 non-plugin hybrids) o be deployed across the province.
- A network of 10000 charging stations will be deployed across the province – 5000 for businesses and 5000 to be open to the public (including 1000 in or near government buildings).
- In Montreal, St-Michel boulevard will be electrified to allow for the operation of a trolleybus.
- $15 million will also be allocated for the development of electrified public tranportation solutions in the city of Montreal
- $35 million dollars will be invested to create an Institut du transport électrique (Electrified Transportation Institute).
- A whopping $225 million will be allocated to subsidize the development of an electrified transportation industry in Quebec.
- By March 31, 2017, 2000 vehicles in the government’s fleet will be replaced by EVs – in addition to all vehicles used to ferry around government ministers.
- In addition, legislative frameworks will be updated as appropriate to facilitate the use or deployment of electrified transportation options.
Premier Marois had this to say about the new strategy (translated by the author of this post):
“The aim of the Electrified Transportation Strategy is to make Quebec a world leader in electrified transportation. With this exciting project, we can prosper, while at the same time reducing our greenhouse gas emissions in order to achieve our ambitious targets for 2020. Furthermore, it brings us closer to energy independence.”
The charging station roll-out will begin with a pilot project linking Montreal and Quebec City. Seven charging stations – two Level 2 only and five with quick-charge ports – are slated to be installed by the summer of 2014.
Although the Marois government is in a minority position and does not control the legislature, it appears markedly more stable than at this time last week. First, she has ruled out the December election that she had reportedly been mulling over. In addition, the third party in the legislature is polling very poorly, which gives its leader all the incentive he needs to keep Mrs Marois in power.
So, it looks like at least the first stages of the plan will be implemented.
