The tape likely adheres and conceals some wiring, but what's the wiring for?

After seeing several Model 3s on the road that look basically production ready, this one seems to turn back the clock a bit to a time where Tesla is still testing some early prototypes, or perhaps this particular 3 is setup with some additional testing equipment?
