Electrify America Announces Stage 2 Of Its EV-Based Plans (For California)

The plan for the 2nd investment cycles for California is ready.

Electrify America announced a second 30-month investment cycle for the state of California, which envisions more charging infrastructure (DC fast chargers and normal AC L2 charging stations) and various other actions (education and awareness).

The company, was established by Volkswagen to implement the $2 billion ZEV Investment Commitment outlined in Volkswagen’s Court-approved settlement involving 2.0L TDI diesel vehicles in the United States. 40% of the amount – $800 million – falls on California, which was the biggest market. Spendings are divided into four cycles.

Cycle 1 Jan. 1, 2017 – June 30, 2019
Cycle 2 July 1, 2019 – Dec. 31, 2021
Cycle 3 Jan. 1, 2022 – June 30, 2024
Cycle 4 July 1, 2024 – Dec. 31, 2026

Under the first $500 million cycle (for the U.S.), EA is installing over 2,000 DC ultra-fast chargers at nearly 500 sites in metro and highway locations across 40 states and 17 major cities across U.S.

The biggest part of the second $200 million in the California cycle concerns charging:

  • Next 30-Month Investment Cycle of $200 million will focus on DC fast charging in more metro areas, adding charging for regional routes and strengthening highway networks
  • Plan also includes investments for charging stations to support ZEV bus, fleet and ride hail services, as well as residential and autonomous charging, and renewable generation for charging stations
  • California also will see rural L2 charging investments added

Plans for 2nd cycle in other states have not yet been published.

Reston, VA (Oct. 3, 2018) – Electrify America today announced its next $200 million investment in Zero Emission Vehicle (ZEV) infrastructure as well as education and awareness in California which is outlined in its Cycle 2 California ZEV Investment Plan submitted to the California Air Resources Board (CARB). Cycle 2 is a 30-month investment period, which begins in July 2019.

The investment announced today will build on Electrify America’s initial priorities and expand into new areas, where the need for electric vehicle charging stations and technology are greatest or are most likely to be used regularly. Consistent with the guidance of CARB, Electrify America plans strive to ensure that 35 percent of Cycle 2 investments are in low-income or disadvantaged communities1.

“In developing our plan, we conducted a robust outreach process to solicit input and met with leaders in California communities, government and business to inform our decisions,” said Giovanni Palazzo, president and chief executive officer of Electrify America. “Our goal to establish one of the largest, most technologically advanced and customer-friendly charging networks in the U.S. remains. We want to demystify what it means to own and drive electric vehicles by making chargers more visible, more convenient, and more a part of the everyday lives of Californians across the state.”

“We’ve also planned to further support ZEV adoption through services that are used by Californians every day – buses, shuttles, ride hail services – by providing more access to charging for those vehicles,” said Brendan Jones, chief operating officer, Electrify America. “We’re proud to submit to the California Air Resources Board our California Cycle 2 ZEV Investment Plan, which we believe will continue to advance ZEV adoption in the state.”

Highlights of the California Cycle 2 ZEV Investment Plan include:

  • Metropolitan Areas: The central focus of electric vehicle charging infrastructure investment in Cycle 2 will shift to more DC Fast Charging (DCFC) stations within metro areas, where electric vehicle (EV) drivers are expected to charge most often. Electrify America will invest in nine metro areas inside California, including these new metro areas added for Cycle 2:
    – Riverside-San Bernardino
    – Santa Cruz-Watsonville
    – Santa Rosa

Electrify America also will continue to invest in the six Cycle 1 metros:
– Fresno
– Los Angeles-Long Beach-Anaheim
– Sacramento-Roseville-Arden-Arcade
– San Diego-Carlsbad
– San Francisco-Oakland-Hayward
– San Jose-Sunnyvale-Santa Clara

These metro areas are expected to account for 89 percent of expected battery electric vehicles (BEVs) in operation through 2022, according to a 2017 Navigant report. The DC Fast Charging stations will be placed in retail locations but also consider the needs of adjacent multi-unit dwellings where Level 2 (L2) residential charging deployment is oftentimes challenging. Electrify America also will invest in DCFC stations specifically targeting shared mobility drivers – car share, taxis and transportation networking company (TNC) drivers.

  • Highways & Regional Routes: The new Cycle 2 investments announced today will continue to build out a highway network of DCFC stations featuring charging power up to 350 kilowatts which can refuel a vehicle at up to 20 miles of range per minute. This will include building new sites connecting regional destinations, such as supporting travel to the Sierra Mountain communities and destinations like Lake Havasu.
  • Residential: The primary, most convenient and cost efficient fueling option for many drivers is residential charging. The Office of Energy Efficiency & Renewable Energy at the Department of Energy reports that EV drivers conduct ‘more than 80 percent of their charging at home.’ However, the cost and complexity of installing home charging can be a barrier to ZEV adoption for some buyers, especially in low-income communities. To address this need, Electrify America will develop a comprehensive residential charging solution.

– First, Electrify America will develop an online tool that promotes and connects EV buyers with the wide range of residential charging incentives and rebates already available in California and simplifies the application process. This program will be designed to integrate with CARB’s recently announced ‘one-stop-shop,’ which focuses on incentives for the ZEV purchase itself, and together these offerings will provide customers support throughout the entire purchase process.

– In addition, Electrify America will offer ‘no-money-down’ residential chargers and installation, enabling buyers who cannot or choose not to pay for the L2 charger installation at home. The cost of installation will be incorporated into a monthly fee.

– Finally, Electrify America will develop a platform that will allow drivers with a home charger to earn financial rewards for plugging in and supporting a demand response platform for grid electric power stability.

  • Bus and Shuttle Charging: To help spur adoption in this sector, Electrify America plans to collaborate with transit operators to provide charging infrastructure at depots, layover points, and on key routes. This approach offers another means of serving disadvantaged and low-income populations who rely on public transportation.
  • Rural: To further support the adoption of ZEVs in rural communities in California, Electrify America will deploy L2 chargers in rural areas with a potential focus on health care facilities and education institutions located in the Central, Coachella and Imperial Valleys.
  • Autonomous: To support the growth of autonomous ZEVs, Electrify America will build up to two commercial deployments of charging stations for autonomous electric vehicles where this need is emerging.
  • Renewable Generation: Electrify America will invest in renewable generation for select stations to help to reduce station operating costs and reduce the carbon content for EV refueling which is consistent with California’s broader air quality goals.
  • Education and Awareness: In Cycle 2, Electrify America will invest in additional education, awareness, and outreach activities to help drive ZEV adoption. Efforts will primarily focus on boosting awareness and consideration by informing the general public on the benefits of ZEVs through traditional media advertising, similar to Electrify America’s Cycle 1 “JetStones” TV/radio campaign. Electrify America’s marketing outreach will continue to coordinate with ZEV awareness initiatives by collaborating with key non-profit organizations like Veloz.

Electrify America also will work to generate awareness of its charging network to promote station utilization through digital activations and targeted digital media interactions such as paid search and web banners for specific groups most likely to be able to utilize the Electrify America charging network.

Electrify America will continue to support the Green City Initiative in Sacramento. The initiative, which includes two ZEV car share programs, two BEV bus/shuttle services and substantial investments in associated charging infrastructure, will showcase new uses of ZEV technology while promoting increased ZEV usage across many channels serving low-income or disadvantaged communities. While these programs are funded in Cycle 1, the services – and benefits – of this $44 million Cycle 1 investment will launch and be fully operational during Cycle 2. Electrify America will provide strategic guidance and operational support for these services over the course of Cycle 2.

The California Cycle 2 ZEV Investment Plan benefited from collaboration with the California Air Resources Board and Staff and a comprehensive national outreach period, during which Electrify America received more than 700 submissions and spoke with more than 100 individual submitters. The company held community meetings across California focused on local government and community-based organizations and engaged with California’s leading academics at UC Davis, UCLA and the National Laboratories.

Electrify America was established to implement the $2 billion ZEV Investment Commitment outlined in Volkswagen’s Court-approved settlement involving 2.0L TDI diesel vehicles in the United States. The investments will be made in four, 30-month investment cycles that will direct $800 million in electric vehicle infrastructure, education and access programs in California, one of the largest ZEV markets in the world; $1.2 billion is budgeted for states outside California through 2026.

Under the Consent Decree for this settlement, investment decisions are Electrify America’s to make and plans are subject to review by the California Air Resources Board (CARB) and the Environmental Protection Agency (EPA) for consistency with the requirements of the Consent Decree.

When will those 2,000 DC ultra-fast chargers have been installed?

19 are open and another 45 have the actual site confirmed. They should have finished a east west corridor by the end of the year but certainly before the etron quattro is shipping.

And we all know that 19 + 45 equals nearly 500.

My question is how the hell does it cost $1M on average to build a 4 stall DC charging station? Tesla builds more than double the stalls for around $200k!

it doesn’t. The 2bn are spend on a lotof things.

That’s not all they are building. Just take a look at plugshare. Most of these 45 sites are far along in construction. So far it takes about 2-3 months to get a site up from start of construction. So I expect a whole heck of a lot of sites to be popping up over the next few months. Also 4 stall is the minimum. Many of these sites will contain up to 10 stalls.

I saw yesterday a 10 stall site in Kennesaw, Ga, just north of Atlanta, exit 269, I-75.. It appears to be complete. Touch screens working, but not turned on yet. It is not on their web site. Signs say up to 150 KW.

Actually the website is not keeping with installs. There are two stations under construction in Oklahoma that don’t show up on the EA website and the Fort Morgen, CO station is operational. I bet there are quite a few of other stations in progress or operational that are not listed.

Currently as of today 19 sites are up and running with 45 under active construction. Target completion was July 1, 2019. But EA have admitted that their plan is currently a few months behind schedule for Cycle 1. https://www.electrifyamerica.com/locations

Thankful that VW is doing something. But not terribly impressed so far.

There is a huge amount of behind the scenes’s work that goes into a site install. When shovels hit the ground 75% of the work is already complete.

Yup. It’s been a slow start. But remember that the first actual site only opened about 4 months ago. The other 17 months were full of “studies” and “planning”. You know, where EA goes out and learns what any EV driver could have told them in an hour’s discussion.

Cycle 2 is $30 million on highway charging stations in California, which is 40% of their investment? Is that sufficient?

The $30 million should be enough for approximately 3000 high power CCS units. If the parking lots already exist it could be a lot more.

Good to see that Riverside/San Bernardino is FINALLY getting the attention that it needs. A lot of people drive a long way to get to work, but infrastructure is still lagging behind need.

The two largest automakers (Toyota and VW) were founded in the same year (1937) and both received significant advantage from post war governments who were forbidden from building war machines, so they invested in other industries to strengthen their countries.

Now our governments have forced VW to build infrastructure in next generation of mobility.

Has anyone thought about how that might influence he outcome of who survives and prospers in the EV revolution?

Now they don’t need to invest as much, since anyone can use the EA network.

Putting 35% in low income disadvantaged areas makes a lot of sense. They won’t be buying EVs but it will give them sitting duck rich EV owners to rob because they can’t get away while plugged in.

So your plan is to give all to the top 20% because that is the target for the ev revolution….20% of the auto fleet? The rich poor gap gets bigger, you need the poor to join if you want evs to succeed…even if they buy used…which they will. The charging in these areas will be used mostly by the locals anyway…

A used Leaf is one of the cheapest cars to buy and keep, as long as you have access to charging. Okay, and as long as you can live with limited range. Low income neighborhoods also tend to have the worst air quality, so anything that boost EV usage helps.

Maybe a big chunk of the settlement money should have gone to EV rebates?

That would have just created a straw fire.

I really hope they are successful. However, it is sure going slowly so far. Looked at their map and only one site is operational west of the Rockies so far. With the amount of money they are supposedly spending on this, it seems like it could be done faster and more efficiently.

Also, the plan does not commit enough to highway routes between regions. This is where fast chargers especially will see the heaviest use as people travel long distances and rely on public charging.

And I hope the installations come with education and publicity, especially about the financial benefits of EVs. Right now there seems to be the perception that they are only for the wealthy, or that they are useless and underpowered.

Who else here thinks they should abandon the lackluster California market, and concentrate on South Dakota? 🙂

I’m liking the targeted consequences of law breaking. We should employ it more often rather than just a fine which may or may not be paid and which, if paid, goes into the general fund. Nice. Thank you CARB.

Will be interesting to see where the autonomous fleet chargers are located. Still not a fan of locating chargers in poor areas. I just don’t think people there can afford the premium at this point in time and, by the time they do, they’ll probably opt for the autonomous program since it will be a lot less expensive than vehicle ownership.
